Terms of Service
Last updated: 24/10/2026
1. Acceptance of Terms
These Terms of Service ("Terms") govern every vehicle rental provided by SEIYON Rent A Car Sdn Bhd (Company No. 202201009716 (1455413-T), MOTAC Licence L/N/10657) ("SEIYON", "we", "us" or "our"). "You" or "the Renter" means the main driver named on the rental agreement.
By making a booking, directly or through any travel agent or online booking platform, or by signing the rental agreement at pick-up, you agree to be bound by these Terms. The version of these Terms in effect on the date of your booking applies to your rental. Where these Terms and your signed rental agreement differ, the signed rental agreement prevails.
If the Renter or any additional driver breaches these Terms, SEIYON may blacklist the Renter with CTOS and charge a management fee as compensation for any loss caused to SEIYON.
Rental agreements and forms signed electronically are as valid and binding as those signed on paper.
These Terms may be published in several languages. If there is any difference between a translation and the English version, the English version prevails.
2. Rental Requirements
2.1 Age Requirements
- Standard rental age: 23 to 65 years
- Drivers under 23: young driver surcharge of RM60 per day
- Drivers over 65: senior driver surcharge of RM40 per day
- Surcharges apply for every day of the rental, in addition to the rental rate
- Bookings made through online booking platforms are limited to drivers aged 23 to 65. Drivers outside this range must book directly with SEIYON
2.2 Driver's Licence and Experience
- A valid Malaysian driving licence, or a valid foreign licence that meets Section 3
- At least 2 years of driving experience
- Malaysian probationary (P) licences are not accepted
- The licence must be valid for the entire rental period
2.3 Required Documents
- Malaysian customers: MyKad (NRIC) and original driving licence
- Foreign customers: valid passport, original driving licence, and an International Driving Permit (IDP) or accepted translation as set out in Section 3
- A credit card in the main driver's name for the security deposit
- Copies, photos and digital licences are not accepted
SEIYON may refuse a rental if the documents do not meet these Terms. No refund is due in that case.
2.4 Additional Drivers
Additional drivers must be recorded on the rental agreement before driving and must meet the same age, licence and experience requirements as the Renter. The fee is RM10 per additional driver, charged once per rental.
3. Driving Licence and International Driving Permit (IDP)
3.1 Requirements by Licence Country
Whether you need an IDP depends on the country that issued your driving licence, not your passport.
- ASEAN countries: original licence. If the licence is not in English, an official English translation is required
- Countries on the Malaysian government licence and IDP list: original licence and a valid IDP
- China: original licence, an official translation certified by the embassy or ITBM, and a signed SEIYON IDP Declaration and Indemnity Form
- UAE, Saudi Arabia, Qatar, Kuwait, Oman, Bahrain and Pakistan: accepted with a valid IDP. Without an IDP, accepted only after signing the SEIYON IDP Declaration and Indemnity Form
A commercial translation booklet is not a valid IDP or certified translation in Malaysia. Driving without the required documents may be an offence under Malaysian law and may void insurance cover.
3.2 IDP Declaration and Indemnity Form
Where SEIYON allows a rental without an IDP, the Renter must sign the IDP Declaration and Indemnity Form before pick-up. By signing it, the Renter accepts that:
- Driving without a valid IDP may be an offence under Malaysian law
- The Renter is fully responsible for any summons, fine, court proceeding, insurance rejection or other consequence arising from the licence or IDP status
- SEIYON may require an additional deposit and deduct costs from it as set out in Sections 5 and 13
4. Reservations and Booking
4.1 Making a Reservation
Reservations can be made through our website, by contacting us directly, or through our travel agent and online booking partners. A reservation is confirmed only after you receive a confirmation with a booking reference number.
4.2 Vehicle Availability
We reserve the right to provide a vehicle from a similar or higher category if the reserved vehicle is unavailable. We will notify you of any change as soon as possible.
4.3 Bookings Through Partners
For bookings made through a travel agent or online booking platform, that platform's cancellation and payment terms apply to the booking. These Terms apply to the rental itself, including all requirements, deposits, summons and charges at and after pick-up.
5. Payment Terms
5.1 Rental Charges
- Rates are in Ringgit Malaysia (RM) and are for a minimum of 24 hours
- Rates include unlimited mileage and maintenance
- All rates are subject to SST and may change without prior notice
5.2 Payment Methods
- FPX
- Visa, Mastercard, American Express, UnionPay and JCB credit cards
- Third-party cards are not accepted. The card must be in the main driver's name
- Visa and Mastercard credit cards carry no surcharge. A 3% bank surcharge applies to Amex, UnionPay and debit cards
5.3 Security Deposit
Every rental is subject to a security deposit to cover additional costs such as summons, fuel, collision or damage.
- Credit card: RM1,000, held before the vehicle is released
- Debit card: accepted only as a goodwill exception at SEIYON's discretion. The deposit is 30% of the vehicle's excess, held until 30 days after all traffic violations for the rental are cleared. Bank surcharges of 3% to 5% are borne by the Renter
- Additional deposit: SEIYON may require an additional deposit where there is a higher risk, including where the Renter does not hold a valid IDP. This deposit is held until every summons, fine or court proceeding linked to the rental is concluded, which may take several months
5.4 Deductions from the Deposit
SEIYON may deduct from any deposit held:
- Traffic fines, summons and toll charges
- Administration fees under Section 13
- Court attendance, legal representation, travel and related costs under Section 13
- Damage up to the applicable excess, fuel, cleaning, late return and other charges under these Terms
Any balance is refunded to the Renter. If the costs exceed the deposit, the Renter must pay the difference.
5.5 Authorisation for Later Charges
By renting from SEIYON, the Renter authorises SEIYON to charge the card used for the rental or deposit for any amount owed under these Terms that becomes known after the rental ends. This includes traffic summons, fines, tolls, court-related costs, damage, fuel and administration fees. SEIYON will notify the Renter of the charge and provide supporting details.

- SEIYON vehicles may not be taken by sea, river or air to islands such as Langkawi, Tioman, Redang or Pangkor
8. Insurance and Protection
8.1 Basic Protection
Basic Protection is included in every rental at no extra charge. It includes a Loss Damage Waiver for collision damage, scratches, bumps and theft, limiting the Renter's liability to the excess amount. It does not include 24-hour emergency assistance or tyre and windscreen damage.
8.2 Smart Protection
Smart Protection reduces the excess and adds 24-hour emergency assistance for flat tyres, battery, accidents and related roadside incidents. Tyre and windscreen repair or replacement costs are not included.

- The Renter or an authorised driver breaches any term of the rental agreement
- The driver does not hold a valid licence, IDP or accepted translation
- The vehicle is driven by a person not recorded on the rental agreement
- The loss arises from drunkenness or drug intoxication
- The loss, damage or theft is intentional or caused by gross negligence

- The wrong fuel is used, including the cost of draining the fuel system, recovery and any engine damage
8.6 Third Party and Personal Accident Insurance
- Third party insurance applies to every rental: property damage up to RM3,000,000 and unlimited cover for bodily injury
- Personal Accident Insurance (PAI) is available on request: up to RM10,000 per driver and passenger for death or total permanent disability, and medical reimbursement of RM1,000 per driver and RM500 per passenger
9. Fuel Policy
Every SEIYON vehicle is supplied with a full tank and must be returned full, using the fuel type stated on the rental agreement. Otherwise the Renter is charged for a refill based on SEIYON's fuel tariff.
10. Vehicle Pick-up and Return

10.3 Late Returns
A 2-hour grace period applies to the agreed return time. After that, one extra full day is charged at the daily rate, plus a further full day for each 24 hours after. Protection charges continue for each extra day. You must inform SEIYON in advance of any extension so that insurance cover is extended.
10.4 Early Returns
No refund is given for unused rental days if the vehicle is returned before the agreed return date.
10.5 Counter Hours
Our counters at KLIA Terminal 1 and klia2 are open 08:30 to 21:59 daily, including public holidays. Pick-up or return outside these hours must be arranged in advance and incurs the fee in Section 6.1.
11. Cancellation Policy
- Paid bookings may be cancelled and refunded, less the payment processing fee of 1% to 3% charged by our payment provider
- Cancellations received less than 24 hours before pick-up, and no-shows, are not refunded
- Refunds are made to the original payment method and may take 7 to 14 working days, depending on the issuing bank
- Bookings made through a travel agent or online booking platform follow that platform's cancellation policy

SEIYON has appointed Allianz Road Rangers for 24-hour towing and breakdown assistance anywhere in Malaysia. This is included with Smart and Comprehensive Protection. Renters on Basic Protection may request assistance at their own cost.
Where the vehicle cannot be driven due to an accident or breakdown, SEIYON will provide a courtesy car matched as closely as possible to the original vehicle.
13. Traffic Summons, Fines and Court Proceedings
The Renter is responsible for every traffic offence, summons, parking ticket, fine and toll charge incurred during the rental period, including offences linked to the Renter's licence or IDP status. SEIYON may charge these even after the rental has ended.
13.1 Administration Fee
SEIYON charges RM30 for processing each summons or violation notice. SEIYON is required by law to provide the Renter's details to the authorities on request.
13.2 Court Proceedings
Where a summons requires a court appearance, the Renter may either:
- Attend court personally in Malaysia; or
- Authorise SEIYON, or a lawyer appointed by SEIYON, to attend and settle the matter on the Renter's behalf
If the Renter does not respond within 7 days of being notified, SEIYON may attend on the Renter's behalf. Failure to appear in court may lead to a warrant of arrest against the Renter.
13.3 Costs of Court Proceedings
Where SEIYON or its lawyer attends court on the Renter's behalf, the Renter must pay:
- Any fine or compound imposed by the court
- Legal representation fees
- Travel costs to and from the court, including flights, transport and accommodation
- A case handling fee for SEIYON's time and coordination
These costs apply whatever the outcome, including a warning, No Further Action or a dismissal, because they are incurred to attend the hearing. SEIYON may deduct them from any deposit held and will provide a breakdown and supporting receipts on request.
14. Damage, Repairs and Reimbursement
- The Renter is liable for damage to instruments, knobs and fittings, interior cleaning, cigarette burns, and missing or broken parts and accessories
- The Renter is liable for the full replacement cost of lost keys and the vehicle security or alarm system

15. Personal Data
Your personal data is processed in accordance with our Privacy Policy and the Personal Data Protection Act 2010. By agreeing to these Terms, you acknowledge that you have read and understood our privacy practices.
SEIYON vehicles are fitted with GPS tracking devices. Location and vehicle data are used for vehicle security, recovery, roadside assistance, and investigating accidents, damage, summons or breaches of these Terms. By renting, you consent to this tracking for the duration of the rental.

- SEIYON is not responsible for loss of or damage to personal belongings left in the vehicle
- SEIYON is not liable for delays or failures caused by circumstances beyond its control

These Terms are governed by the laws of Malaysia. Any dispute on charges must be raised with SEIYON in writing within 14 days of receiving the charge. The parties will first try to settle any dispute by negotiation. If that fails, the dispute will be resolved by the courts of Malaysia.
18. Severability
If any part of these Terms is found invalid or unenforceable, the remaining parts continue in full force.
